Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')

Thank you for your e mail dated 9 December 2016 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked:

1. What is the total percentage of spend classed as ‘maverick spend’ across your department in the following financial years?

*Maverick spend is defined as any purchase made outside of the remit of the procurement function.

We have now had the opportunity to fully consider your request and I provide a response for your attention.

 Following receipt of your request, searches were conducted with the Finance Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I am able to disclose the located information to you as follows.

1. The Procurement Function oversees all Procurement within Northumbria Police in accordance with agreed Procurement Protocols. There is no record of any maverick spend outside the Procurement Protocols.

4 Above £10,000  - minimum of 3 written competitive quotations/tenders 

  Above £100,000 - Requirement must be advertised on a supplier contracts portal. 

Note: In the cases of purchases less than £10,000,  existing collaborative frameworks are used wherever possible in order to ensure  value for money
