Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act') 

Thank you for your e mail dated 23 December 2016 in which you made a request for access to certain information which may be held by Northumbria Police. 

As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions. 

You asked:

1. Are the Force’s police officers required to undertake training in mental health – i.e. recognising mental health, how to deal with persons displaying mental health issues?

2.If yes, could you please detail what this training includes and if possible supply a copy of the training materials / learning objectives or lesson plan? I am more interested in identifying mental health rather than restraining persons with dementia etc.

At points 1 and 2 I refer to engaging with members of the public.

3.. Does the Force make clinical referrals e.g. to a GP, for persons who repeatedly offend due to mental health issues?

4. if yes, does this include for persons repeatedly brought in drunk to "sleep it off"?

5. Does the Force make social services referrals for adults who repeatedly offend due to mental health issues?

6. if yes, does this include for persons repeatedly brought in drunk to "sleep it off"?

7. For persons who are detained drunk to "sleep it off", is any support, guidance or other offered to them at discharge?

8.Could you please detail your procedure for discharging persons detained due to being drunk and to "sleep it off"?

9. In 2015/16, how many unique persons were detained to "sleep it off"

10. In 2015/16, how many episodes were there where a person was detained to "sleep it off"

11. What is the average / estimated cost to the Force of a "night in the cells" as a result of being detained to sleep off a drunken state

12. Are any clinicians (registered health care providers) employed by the Force?

14. If yes to a. or b, could you please details what role(s) this is for, e.g. provide a list of all relevant job titles and / or job descriptions. If to provide job descriptions would take in excess of the appropriate limit specified in the act, a report of job titles and headcount / working time equivalent positions will be gladly received

* I appreciate that the term "sleep it off" is unlikely to be the official term you use, but what the presentation is common known by. In your response could you please state any official terms used for my future reference


We have now had the opportunity to fully consider your request and I provide a response for your attention. 

Following receipt of your request, searches were conducted with the Criminal Justice Department  of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police. 

I am able to disclose the located information to you as follows. 

To note We do not detain people for "sleep it off" reasons, if a drunk detainee is brought into custody an offence will have been committed.  We would therefore hold no information at some points of your request.


1. To date there has been various ad hoc training delivered to certain officers depending on their role and location. These have included inputs to those officers whose area covers some of the main hospitals sites within the Northumberland Tyne and Wear NHS Foundation Trust (NTW – the local Mental Health Trust), newly appointed Sergeants and Custody Sergeants and detention officer courses as well as all new student officers who will receive a full days input which is jointly delivered by the police, a mental health nurse and an expert by experience. (Other key roles such as firearms officers, police negotiators and control room supervisors will receive similar inputs in the next couple of months). Student officers will also receive placements within mental health services as part of the training.

2.  Formal training will be delivered in Northumbria in September 2017.  The exact content is still being prepared and therefore is not yet known.

12. Northumbria Police currently have Care & Custody nurses which are embedded into the custody suites 24 hours a day 7 days a week. They provide care for all detainees and not just for a detainee who is under the influence of alcohol.
