Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 1 January 2014  in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

1 How many officers have taken fitness tests since September 2013 when annual fitness testing was introduced? (To be clear, on or before 3/1/14).

2    a) How many of those officers failed the fitness test?
      b) Of those who failed, how many were men and how many were women? 
      c) Of those who failed, how many were chief superintendent rank or below?
      d) Of those who failed, how many were ranked above chief superintendent?

3   a) How many passed?
      b) Of those who passed, how many were men and how many were women? 
      c) Of those who passed, how many were chief superintendent rank or below?
      d) Of those who passed, how many were ranked above chief superintendent?

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the HR Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I have today decided to disclose the located information to you as follows.

1. Annual in-service fitness testing has been agreed as part of the Winsor Report of the police service. The test is a mandatory requirement for all officers who undertake officer safety training.  At present, failing an in-service fitness test as part of officer safety training has no formal implications for officers. The Winsor Report recommends that from September 2014, those who fail the fitness test three times will be subject to disciplinary action, though this process has not been agreed nationally. Annual in-service fitness testing without sanctions commenced within all forces in September 2013. Northumbria Police introduced in-service fitness tests from January 2014 to coincide with the launch of the Force's Health and Wellbeing Framework.
At this point, no officers have undertaken annual fitness testing; nonetheless, in addition to the above, the Force implemented job related fitness tests (pre-Winsor) in 2012. During the period in question (Sept-Dec 2013) 83 officers completed a fitness test with the following results.

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.
