Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 19 March 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

  1. Contact details for Chief Constable, Finance Director, Human Resources Director & ICT Directors

  2. Do you currently have any shared service arrangements? Ie Learning Services, HR or Finance & Procurement

  3. Who are your current IT platform providers?

  4. Do you have any existing or new collaboration between forces looking at Shared Services? And if so, who with?

  5. Is there any opportunity for us to bid for some of the work under some of the really large OJEUs? (some forces have recently put out looking for someone to do most of their non operational work)

  6. How many staff do you have on your payroll?

  7. How many BCUs do you have?

  8. What is your IT budget and your spend annually?

  9. What are your targets (in terms of savings and efficiencies)?

  10. Can I have a contact name if I need clarify the above answers or if I need any more information?

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Programme of Change section, HR, Finance, ICT and Corporate Communications Departments of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.

I have decided to disclose the located information to you as follows.

  1. As the information you have requested at this point is accessible by other means I have not provided you with a copy of the information and will rely on Section 21 of the Freedom of Information Act 2000.  You should therefore consider this a refusal for this part of your request.

    I have provided an explanation to this exemption below.

    Section 21 (1) - Information accessible by other means

    Information which is reasonably accessible to the applicant is exempt information.

  2. Northumbria Police have not entered into Shared Service with another body.

  3. Operational Systems - Hardware Platform is the HP Non-Stop Himalaya Mainframe - Applications are in-house developed.
     Email - Lotus Notes - IBM
     Intranet - LifeRay - open source product
     Desktop OS - Win XP - Microsoft
     Server OS - Win 2003/8 - Microsoft
     HR System - Oracle e-Business suite
     Database - mix of MS SQL (Microsoft) and Oracle

  4. We currently do not have any existing or new collaborations between forces looking at Shared Services.  We are however within our 'Programme of Change' examining all potential opportunities.

  5. Although all options for the provision of non operational services are being considered as a force wide review, there are no definitive plans to seek partners to assist the Force in delivering these services at this point in time.  Should it be decided to go down this route, the Force would either look to see if there are any framework arrangements already in place which it could use or let it's own contract.  The latter would involve advertising the requirement in OJEU, which is open to all potential providers to declare an interest in the contract.

  6. There are 3,946 Officers and 2,046 Staff on the Northumbria Police payroll.  Excludes all leavers up to 21 April 2012 which have been processed.

  8. Capital budget for 2012/13 - £2.5m

     Revenue budget for 2012/13:-
     Third party revenue charges - £7.865m
     Devolved ICT budget (expenses) - £89k

  9. The Police Authority has identified more than £57million worth of savings that have to be met by March 2014.
