Dated: 26 Feb 2016
Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')
Thank you for your e mail dated 10 February 2016 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held at the time of a request, by a Public Authority (including the Police), subject to certain limitations and exemptions.
for the years 2006 to 2015 inclusive, would you please fully disclose the following details, breaking the figures by year:
1. How much revenue has been received by your organisation for services rendered to film and television productions? This could include location rental, permits and all other services related to film productions using your personnel or resources.
2. Please outline the type of work or service rendered, in each case and disclose the revenue received for each type of service.
3. How much has your organisation spent on facilitating such arrangements between 2006 to 2015, inclusive, broken down by year?
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with the Strategic Corporate Communications and Finance Departments of Northumbria Police. I can confirm that the information you have requested is held in part by Northumbria Police.
I am able to disclose the located information to you as follows.
Regarding the period 01/01/2006 to 31/03/2009 inclusive, no information is held. Financial records are maintained for six financial years and the current year.
There is no separate accounting for film or TV productions therefore a manual review of income in our Financial system from 2009/10 was carried out which has identified a number of invoices raised that appear to be in relation to film or TV.
With the above in mind please see our response below.
1. From 01/04/2009 to the 31/12/15 we received £12,701.05 in revenue.
3. No information held. Any time spent during normal duty time would not be costed against the production
Additionally we can advise that last year there was a short TV series with Northumbria Police Motor Patrols department, an individual childrens programme and we are currently involved with filming another short series. There have not been any financial arrangements with any of these production companies.
Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another. Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data. For this reason responses between forces may differ, and should not be used for comparative purposes.
The information we have supplied to you is likely to contain intellectual property rights of Northumbria Police. Your use of the information must be strictly in accordance with the Copyright Designs and Patents Act 1988 (as amended) or such other applicable legislation. In particular, you must not re-use this information for any commercial purpose.
How to complain
If you are unhappy with our decision or do not consider that we have handled your request properly and we are unable to resolve this issue informally, you are entitled to make a formal complaint to us under our complaints procedure.
If you are still unhappy after we have investigated your complaint and reported to you the outcome, you may complain directly to the Information Commissioner’s Office and request that they investigate to ascertain whether we have dealt with your request in accordance with the Act.
