Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 11 April 2013 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

a)     The total amount of money spent policing European football fixtures for Newcastle United during the 2012/13 season.
b)     The amount of money subsidized Newcastle United for this policing.
c)      A breakdown of the specific costs associated with policing the European fixtures. For example, police escorts, airport policing, overtime costs, etc.

To clarify I mean the amount of money subsidized by Newcastle United for the policing of European fixtures. So ostensibly I'd like the amount in total spent on policing European fixtures (point a) and the amount Newcastle United gave back to the police force for this policing (point b).

In response:

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Finance Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I have today decided to disclose the located information to you as follows.

a) I can confirm that the information you have requested is not held by Northumbria Police.  Total costs to Northumbria Police for policing football matches are not retained either by match or as a whole.

b) Northumbria Police are not subsidised by Newcastle United, rather Northumbria Police charge Newcastle United for the policing of football in accordance with the nationally agreed methodology. This allows for the force to claim reimbursement for officers deployed within the ground and in the immediate vicinity. The charge is based on special duty rates which are agreed locally.
The Income received thus far for policing European football fixtures from Newcastle United during the 2012/13 season £44,264. Please note income excludes VAT.

c)  As the total cost of policing is not held, unfortunately a total breakdown is also not available.

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.

How to complain
