 Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated  18 August 2015 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

   1. The number of possession of cannabis offences and people proceeded against for possession of cannabis since the start of April 2009, with figures provided for each month. This data should show both the number of offences, and the "outcomes" (e.g. charge, caution etc)
2. The number of possession of cannabis offences and people proceeded against for possession of cannabis since the start of April 2009, broken down by ethnicity of suspect, with figures provided for each financial year (including 2014/15 year-to-date). There is no need to show "outcomes" data.

Please note the following clarifications to my request (these are not additional to the request, but give more specific definitions of the information I am seeking):

a) "people proceeded against" means people whom the police took recorded action against for cannabis possession - this includes both court action, and action short of that (e.g. cautions, fixed penalties etc)

b) in terms of the month/year classifications, I am looking for the point at which each offence was recorded, not the point when any subsequent court judgment was handed down

c) if possible, please use the Police National Computer categories and statistics regarding ethnicity.

We have now had the opportunity to fully consider your request and I provide a response for your attention.

  Following receipt of your request, searches were conducted with the Corporate Development Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I am able to disclose the located information to you as follows. The information provided has been obtained by searching on Home Office code 092/16 as requested.  

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.

The information we have supplied to you is likely to contain intellectual property rights of Northumbria Police.  Your use of the information must be strictly in accordance with the Copyright Designs and Patents Act 1988 (as amended) or such other applicable legislation.  In particular, you must not re-use this information for any commercial purpose.

How to complain
