Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)
Thank you for your email dated 15 April 2013 in which you made a request for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.
Please release the number of "Osman Warnings" issued by the force in each of the last ten calendar years.
We have now had the opportunity to fully consider your request and I provide a response for your attention.
Following receipt of your request, searches were conducted with the Crime Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.
I have today decided to disclose the located information to you as follows.
Please note the information provided below supersedes any previous requests for this information.
The Northumbria Police Intelligence System has been interrogated in relation to both Intelligence screens as well as personal warning screens in order to extract the information for this request.
Searches have been carried out to include years 2002 through to 2012 inclusive, however 2002 through to 2004 yielded no returns. It is likely that prior to 2005 Osman warnings have been recorded outside of the Intelligence System, or the intelligence screen has been weeded.
The information provided therefore should not be taken as the figure for Osman warnings 'issued' in the specified time periods, it is the figure for Osman warnings 'currently recorded' on our system for those time periods.
After considering whether any investigations would be compromised or individuals identified I have decided that on this occasion there is no harm in disclosure, however this may not be the case should further similar requests be submitted and relevant exemptions to withhold will be applied.
