Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 5th February 2012 in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

  1. Number of 'street cautions' given for cannabis possession since they were brought in (circa 2004?)

  2. Number of Penalty Notice for Disorder's (PNDs) for cannabis possession since they were brought in (circa 2009?)

  3. Number of police cautions for cannabis possession since 2000

  4. Number of arrests for cannabis possession since 2000

  5. Number of Summons for cannabis possession since 2000

It would also be useful if these could be categorised according to the age of offender and by an annual basis (e.g. 2004; 2005; 2006 ... etc.)

We advised you earlier that for all questions, other than the one in relation to PND's, we would only be able to supply the age of the offenders by financial year from April 2004 onwards, from a search of information contained within a central database.  To provide the information prior to April 2004 would require searches on a different recording system and each record would need to be manually viewed to get the date of birth in order to calculate the age, and this would not be achievable within the time constraints of the act.

You advised that, "if its possible, my preference would be to have the data from 2000 onwards but without age. But if this again presents problems of data extraction then I am happy to go ahead with the data and age from 2004 onwards".

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with both the Corporate Development Department and Fixed Penalty Unit of Northumbria Police.  I can confirm that the information you have requested is held by Northumbria Police.
