Provision of information held by Northumbria Police made under the Freedom of Information Act 2000 (the 'Act')(FOIA)

Thank you for your email dated 21 January 2014  in which you made a request for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of access to information held by a Public Authority (including the Police), subject to certain limitations and exemptions.

You asked: 

 would like to be provided with:

1)      Summary details of all incidents in which a member of police staff made a complaint that another member of police staff behaved in a racist manner (the complaint does not have to allege that the complainant was the victim of the behaviour – the victim could be the complainant, another member of staff, a member of the public, or there could be no victim).
For each incident please provide: the year the complaint was made; summary details of the complaint; whether the complaint was substantiated/unsubstantiated/dispensed with/withdrawn/subject to local resolution; and if substantiated, what disciplinary action was undertaken as a result.

Please limit your search for relevant material to 2008 onwards. Please provide the information by calendar year if possible.

Please include both staff and officers.

We have now had the opportunity to fully consider your request and I provide a response for your attention.

Following receipt of your request, searches were conducted with the Professional Standards Department of Northumbria Police. I can confirm that the information you have requested is held by Northumbria Police.

I have today decided to disclose the located information to you as follows.

As per your acknowledgment dated 21/01/14, the time taken on your previous request on the same subject, FOI 967/13 refers, has been aggregated with this request.

The following information has been extracted from  a ‘Live’ database and may be subject to the addition and deletion of complaints, complainants and subjects after the initial extraction of data used for the purposes of this request.

Data has been checked for allegations recorded between 01/01/2008 and 31/12/2013 for members of police staff (both Officers and Staff) who have made a complaint that another member of staff behaved in a racist manner.

The ‘Allegation sub type’ field was checked for allegations categorised as ‘Race’ and a keyword search was conducted within the ‘Allegation summary’ field for the words ‘racism’, ‘racist’, ‘racial’, ‘race’ and ‘ethnic’.
The response of that research is as follows.

Officer 1 - unsubstantiated.

Officer 2 - No further action (Officer resigned)

2008 Alleagation officer used racist language at Police Station 1 officer involved. Substantiated. Received Superintendents warning
2010 Allegation that an officer made a racist remark whilst in a discussion with colleagues. 1 officer involved.  No case to answer. No further action.
2013 Allegation that an officer made a racist comment whilst in the company of other police officers. 1 officer involved.  No case to answer. No further action.

Due to the different methods of recording information across 43 forces, a specific response from one constabulary should not be seen as an indication of what information could be supplied (within cost) by another.  Systems used for recording these figures are not generic, nor are the procedures used locally in capturing the data.  For this reason responses between forces may differ, and should not be used for comparative purposes.
