AIM OF POLICY: To ensure appropriate authority for the use of police premises by partner organisations.

BENEFIT OF POLICY: This policy will encourage partnership working.

REASON FOR POLICY:  To ensure that the Police & Crime Commissioner's premises are appropriately managed.


DESCRIPTION OF POLICY:

In the interests of effective partnership working, senior management teams (SMTs) may identify an operational need to offer the use of the Police & Crime Commissioner's (PCC) premises to appropriate partner organisations.

Consideration will be given to providing suitable accommodation, subject to the following conditions:

  • Suitable premises are available and not required for use by the Force.

  • There will be no interference with the operational requirements of the Force.

  • Security vetting of non-police personnel in accordance with the Force Security Vetting policy.

SMTs should consult with the following:

  • Information and Communication Technologies (ICT), Change, Project Managers

  • Strategic Asset Management Department, Estates Section, Vetting Unit and Information Security Officer (to arrange for suitable information security advice to be provided).

A lease or licence agreement must be established between the partner organisation and the Police & Crime Commissioner.

The Police and Crime Commissioner's Governance Arrangements place an obligation on the Chief Constable to ensure that prospective occupiers of the estate are not allowed to take possession or enter on to police property until a lease or agreement has been established by the PCC.
