AIM OF POLICY: To have a target setting process that supports the Force's objectives, priorities and actions within the Local Policing Plan.

BENEFIT OF POLICY: A set of targets that reflect the Force's objectives, priorities and actions will encourage improvements in performance in those areas, and provide a benchmark against which Force performance can be judged locally and nationally.

REASON FOR POLICY: It represents the Force's accountability to the Police & Crime Commissioner, its local partners and local residents.


DESCRIPTION OF POLICY:

Police & Crime Commissioners are required to set targets and monitor performance and standards against a suite of performance indicators, to be published in the Policing Plan. This plan is the principal means by which the Force and Police & Crime Commissioner are held accountable to local people for the quality and efficiency of the service.

Currently the Force has one to three year targets for many of the performance indicators; these include confidence and quality of service targets. Other targets include crime and detection rates, anti-social behaviour, road traffic collisions, and making best use of resources.

Force targets are based on the Force's policy to continue to make significant improvements on its past achievements and to comply with national guidance. Specifically, and where appropriate, many of the Force's targets are based upon the future attainment of upper quartile performance within its most similar family. This approach also meets the Force's contribution towards the achievement of national priorities.

Some of the Force targets are disaggregated into minimum targets for area commands, using calculations similar to those by which the Force targets are produced.

Performance against targets is reported regularly, to the Strategic Management Board and also to the Police & Crime Commissioner.
